Could anyone please tell me how does a VoIP work?

Could anyone please tell me how does a VoIP work like http://www.phone.com/features/? Is it capable to reach someone who is living from another country? My mother is in Dubai and I would like to make a call every now and then to check her wellness. Unfortunately, my current phone plan charges a lot on international calls.
